Update

Please contact your senator to sponsor or cosponsor budget amendments by this Friday, May 20, 2011, 12 noon, for the following line items that will impact our community. 

You can identify your state senator by going to www.wheredoivotema.com (their email and contact information is provided at that website).

 

For the Department of Public Health’s comprehensive youth violence prevention program (4590-1506), please ask your senator to cosponsor the budget amendment,

sponsored by Sen. Fargo, to increase by $500,000 for this vital program that would restore it to level funding.

 

For the Department of Public Health’s youth-at-risk grants program (4590-1507), please ask your senator to cosponsor a budget amendment, sponsored by

Sen. Donnelly to increase by $200,000 for this vital program that would restore it to level funding, and ask that this budget language be included:

For matching grants to the Massachusetts Alliance of Boys & Girls Clubs, the Alliance of Massachusetts YMCAs, the YWCA organizations,

nonprofit community centers, and youth development programs; provided, that the department of public health shall award the full amount of each grant to each

organization previously included in the youth-at-risk grants, upon commitment of matching funds from such organizations” that would restore funding for

non profit community centers and youth development programs.

Update From MassBudget: 

 

“No funding for the YouthWorks Program, which provides Summer jobs for at-risk youth. 

The Governor had proposed $4.4 million for the YouthWorks, and the House proposal included $2.0 million.

 

Please consider cosponsoring a budget amendments, sponsored by Senator Hart, Chang-Diaz and McGee to restore the youth-at-risk employment program (line-item 7002-0012) to the FY12 budget. 

After-school and summer jobs for youth are important in helping them develop the skills and habits needed for professional success later in life. 

They are also hugely important for preventing youth violence.  The amendment will be to restore this line-item to the budget, and to fund it at either $4,400,000 or $4,100,000. 

 

Below please find the text of the proposed amendment.   

 

 “7002-0012 For a youth-at-risk program targeted at reducing juvenile delinquency in high risk areas; provided, that these funds may be expended for the development and implementation of a year-round employment program for at-risk youth as well as existing year-round employment programs; provided further, that $500,000 of these funds shall be matched by private organizations     … $4,400,000”

Please ask your State Senator to cosponsor the budget amendment for School to Career Connecting Activities Youth Jobs, sponsored by Senator Chang-Diaz for a $800,000 increase

to a total of $2 million (7027-0019).  Previously, this line item had $4 million before all of the budget cuts.

Please distribute this alert to your networks.  We are making progress, with Senator Chang-Diaz sponsoring the METCO budget amendment,

with Senators Ross, Donnelly and DiDomenico cosponsoring and we have commitments from Senators Creem, Clark, Fargo and Eldridge to support as well! 

Please thank these Senators for their support.  However, we still need to send even more emails and phone calls by Friday at noon to our other Senators

who have not signed onto the METCO budget amendment! We still need to reach out and push for their support to restore METCO's funding!

Subject:           SENATE BUDGET CUTS METCO – ACTION REQUESTED

SENATE WAYS AND MEANS BUDGET CUTS METCO $642,852 or 3.64%

 

Earlier today the Senate Ways and Means Committee released its 2012 budget which reflected a $642,852 or 3.64% reduction in the METCO line item 7010-0012.

The reduction again did not come as a complete surprise in light of the Commonwealth’s revenue challenges. An amendment by Senator Sonia Chang-Diaz as the lead,

and Senator Richard Ross, is being prepared to restore the level funding amount of $17,642,582.  The filing deadline for amendments has been set for this

Friday, May 20, 2011 at 12:00 p.m.

METCO supporters must now advocate for level-funding in the Senate.  Remember, we have been successful in both the Governor and House budgets. 
We are asking you to reach out to your Senator IMMEDIATELY to request that they “sign on” as co-sponsors to Senator Chang-Diaz’s amendment. 
The more Senate members who sign on to this amendment, the greater the likelihood that funding will be restored.

As we have stressed before, it is critical that all of our supporters, both in Boston and our suburban partners, communicate to their Senator that level funding is vital

to our ability to adequately serve the 37 participating METCO communities.  Help us contact as many METCO friends and allies as possible before the amendment filing deadline.

Action Recommendation:

1.      Please contact your state Senator immediately and request that they “sign on” to Senator Chang-Diaz’s amendment restoring

2.      the $642,852 reduction in METCO line item 7010-0012.

                           For those of you who are not yet totally familiar with HYCC.  This is  what we are celebrating:

                           38 years of HYCC:
                                       *  Serving youth ages 5-85
                                       *  Providing a safe place for youth during and out of school time.
                                       *  Giving 6-12 year olds  diverse educational, cultural and learning experiences from 2-6 PM.
                                       *  Engaging middle and high school youth in Culture for Change projects.
                                              The youth are currently working on scripting, shooting and editing a compelling anti-violence public service
                                               announcement to be aired on BNN.
                                      * Providing space and support for community residents to discuss their issues and concerns on a monthly basis.
                                     *  Encouraging and facilitating the creativity of youth, parents and neighbors who have come together to create original
                                             Parade Art and walked together in 16 Boston First Night Parades representing HYCC.
                                     *  Supporting the artistic imagination of 6-12 year olds whose artwork has appeared in 14 Community Creations
                                             exhibits at the Isabella Stewart Gardener Museum.( The Children are working on a 9 foot dragon to display at this
                                             year's exhibit.)
                                    *  Promoting a positive presence at Marcella Park by providing free instructional tennis, soccer, double Dutch, dance and
                                             walking programs throughout the summer as well as flea markets and holiday heritage celebrations.
                                    *  Partnering with Boston College, New England Aquarium, Community Works and the Isabella Stewart Gardner Museum
                                            to strengthen Hawthorne's programs.

Legislators, Researchers, and Advocates Agree on the Need for Prevention in Payment Reform
Regional Hearings to Gather Input Kick Off

Senator Richard T. Moore, Senate Chair of the Committee on Healthcare Financing, speaks in support of prevention in payment reform.  He is joined by MPHA Executive Director Valerie Bassett and Health Care for All Executive Director Amy Whitcomb Slemmer.

A room full of legislators, researchers, and advocates gathered at the State House on Tuesday, May 3, to discuss the importance of including community-based prevention in any payment reform measure in order to improve the health of children and families and reduce the medical costs that have been crowding out other spending (see pictures here).

“By putting inexpensive prevention measures in place, Massachusetts can save billions in health care costs over the next decade,” said Urban Institute Fellow Dr. Brenda Spillman, a speaker at the event and coauthor of the study Potential National and State Medical Care Savings From Primary Disease Prevention.

MPHA Executive Director Valerie Bassett emphasized the need for re-orienting our health care system, which currently spends 97% of its funds caring for individuals once they’ve already become ill, and only 3% on preventing illness from developing in the first place.

Support for the inclusion of prevention in payment reform was expressed by Senator Richard Moore, Senator Harriette Chandler, and Representative Jason Lewis, while Representatives Steven Walsh, Paul McMurtry and staff from Speaker Robert DeLeo’s office were on hand to learn about the research presented. Representative Lewis also spoke on behalf of the bill he has filed to fund a Prevention and Cost Control Trust, which would provide a stable source of funding for community health programs that prevent disease and cut health care costs. Grants provided through the Trust would go directly to communities to fund programs that target the costliest, most preventable diseases that affect the largest number of people or burden certain communities.


Regional Hearings to Gather Input Kicked Off


Yesterday, the Joint Committee on Healthcare Financing kicked off a series of hearings on Governor Patrick’s proposal to reform the way that healthcare services are paid for.  MPHA participated as a part of the Campaign for Better Care.  

 

Hearings will continue at locations around the state and will provide a terrific opportunity to speak up about the importance of community-based prevention.

Press coverage of yesterday's hearing in State House News Service including the call for public health funding: "Health Care For All Executive Director Amy Whitcomb Slemmer said…. “For too many of us, we have a sick care system, not a health care system.”  Valerie Bassett, Executive Director of the Massachusetts Public Health Association, said focusing on solving public health problems several years ago could have reaped hundreds of millions of dollars in savings.  She called for a “prevention trust” to increase investments in public health programs, saying it’s the only way to make a dent in the chronic disease treatment costs that are among the major cost drivers."

Upcoming hearings will be held on:

  • Monday, May 23rd at 11:00 a.m. at UMASS Medical School, 55 Lake Avenue North, Worcester, 6th Floor of the medical school, Amphitheatre 3
  • Monday, June 6th at 11:00 a.m. at Salem State University, 71B Loring Avenue, Central Campus, Marsh 210, Salem

The Committee is also working on scheduling hearings in Southeastern and Western Massachusetts.  We will distribute information on those hearings when the details are available.

MPHA Calls for Soda Tax and Funds to Promote Healthy Communities

 
Last week, MPHA joined a panel from the Healthy People/Healthy Economy initiative of The Boston Foundation to testify in support of Rep. Kay Khan's bill (H1697) to remove the exemption of soda and candy from the sales tax. 

 

The Revenue Committee heard testimony from two panels about why it doesn't make sense to subsidize the sugary beverage and candy industries while communities across the state struggle with obesity and diabetes.   MPHA Executive Director Valerie Bassett spoke on a panel with Dr. Walter Willett, Chair of the Nutrition Department at the Harvard School of Public Health, who shared research on the link between sugary beverages and poor health, and Phil Edmundson, CEO of William Gallagher & Associates, who asserted that this is an issue for business because of the unaffordable rise in health care costs for employees.  Bassett said that sugary beverages and candy should not be considered food and thus not allowed to benefit from the sales tax exemption. In addition, MPHA called for an affirmative tax on these products high enough to reduce consumption, especially among younger people - and to create a trust to use some of the revenues to help communities promote resources for healthy weight. 

 


 

Senate Ways and Means Budget Due Out Wednesday

 

The next phase of the state budget process will begin this Wednesday, May 18th with the release of the Senate Ways and Means budget.  Full Senate debate will start the following Wednesday, May 25th.  MPHA will be analyzing the budget and preparing amendments to support public health funding.  Stay tuned on Monday for what you can do to ensure proper funding for public health.

 


 

New Federal Public Health Funding Available

 
Last week, the US Department of Health and Human Services announced the availability of funds for two new programs:

Community Transformation Grants

A new program of Community Transformation Grants will provide up to $102 million to help communities implement projects proven to reduce chronic disease, violence and injury, and improve mental health and equity.  Up to 75 grants will be awarded across the country to state and local governmental agencies, tribes and territories, and national and community-based organizations.

Healthy Food Financing Initiative

A new Healthy Food Financing Initiative (HFFI) will provide up to $10 million in grants and loans across the country to supermarkets, farmers' markets, and expanded convenience stores in low-income and under-served communities.  

The funding opportunity states three goals of the new program:

  • Bring healthy food choices to communities that are in food deserts through the establishment of new healthy food retail outlets or by supporting the offering of a significant number of healthy food choices at an existing retail outlet that lack such choices;
  • Develop and enhances distribution systems to increase the amount of healthy food going to healthy food retail outlets in food deserts; and
  • Develop strategies that promote or encourage the purchase of healthy foods, including outreach and education to consumers in foods deserts about healthy food choices and how they can be integrated into their diets.

Description: Take ActionIn Bangladesh, the minimum wage for a garment worker is a mere $43 per month.  This equals 20 cents an hour-- the lowest wage, by far, of any major garment producing country.  Walmart is the leading exporter of these garments.

When Bangladeshi workers staged protests demanding a livable wage, factory owners responded with fabricated criminal charges against three labor leaders from the Bangladesh Center for Worker Solidarity: Kalpona Akter, Babul Akhter, and Aminul Islam. These three organizers spent 30 days in jail, where they were threatened and tortured. They are now free on bail; however, the falsified charges against them remain. If convicted, they face possible life imprisonment or even the death penalty.

As the largest buyer of Bangladeshi-made clothing, Walmart has the power to ensure that Bangladeshi garment workers who face poverty wages and abusive conditions can stand up for their rights without risking harassment, imprisonment and torture.

Ask Walmart to tell its suppliers that have instigated false charges against labor leaders that those charges must be dropped; that the officers responsible for torturing these individuals must be held accountable; and that labor rights defenders like the Bangladesh Center for Worker Solidarity must be allowed to operate freely.

Please join us in demanding the dropping of these charges so that the Bangladesh Center for Worker Solidarity can continue its important work of educating workers' about their legally guaranteed rights.
